Congress Works to Fully Fund Government Ahead of Deadline, Files Two FY20 Packages

Packages Include $22 Billion Increase to Rebuild Military, $1.375 Billion for Border Wall, Maintains Critical Transfer Authorities

WASHINGTON, D.C. – Today, two comprehensive appropriations packages containing all 12 appropriations measures were filed in the U.S. House of Representatives in an effort to complete funding for the Fiscal Year 2020 (FY2020) process.  The legislation maintains critical transfer authorities for the border wall and immigration enforcement, and provides $1.375 billion for the border wall system to be spent in accordance with the Administration’s Border Security Improvement Plan.  The funding measures also include an increase of $22 billion in defense spending to continue rebuilding our nation’s military, and provide our men in women in uniform with a 3.1 percent pay increase – the largest in a decade.  The Senate and House will vote on the packages this week, prior to the funding deadline of Friday, December 20, 2019.  Senate Appropriations Committee Chairman Richard Shelby issued the following statement regarding the legislation:

 

“I am pleased that we were able to reach an agreement on each of our full year appropriations bills.  This legislation makes a robust investment in rebuilding our military and secures significant funds for the President’s border wall system.  Our hard work over the past few months has ensured a bipartisan path forward to complete our FY2020 appropriations process.  I want to thank my colleagues and urge both sides of the aisle to support these packages for the good of our nation.  These bills include a long list of priorities that will benefit people across the country.  This is what the American people deserve – for us to fulfill our primary responsibility – funding the government.”

 

The two funding measures together contain the 12 FY2020 appropriations bills.  The first package, H.R. 1158, includes measures for the Appropriations Subcommittees on Department of Defense; Commerce, Justice, Science, and Related Agencies; Financial Services and General Government; and Homeland Security.  The second package, H.R. 1865, includes measure for the Appropriations Subcommittees on Labor, Health and Human Services, Education, and Related Agencies; Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Energy and Water Development; Interior, Environment, and Related Agencies; Legislative Branch; Military Construction, Veterans Affairs, and Related Agencies; State, Foreign Operations, and Related Programs; and Transportation, Housing and Urban Development, and Related Agencies.
